What does this PR do?

sf org listto always warn when the user has expired/deleted scratch orgs.I have seen that warning a few times before in vscode, thinking the IDEx extensions were putting that in the cmd output but turns out we just print it if you have +10 expired/deleted scratch orgs. Now it prints it if you have at least 1.
What issues does this PR fix or reference?
